905.03 PLANTING AND MAINTENANCE OF TREES, SHRUBS AND PLANTS.
   No tree, shrub or other plant shall be planted or maintained by any person upon any part of any Town street, sidewalk or public place, except pursuant to a permit granted by Council or by a Town officer authorized by Council to grant such a permit.
905.04 BRIDGES.
   No person shall obstruct or cause to be obstructed any public bridge or the walk or driveway leading thereto or in any way to interfere with the use of the bridge or the passengers thereon; provided, that nothing in this section shall be construed to prohibit an officer acting in the discharge of his duties from so obstructing a bridge or the entrances thereto.
905.05 DISPLAYING MERCHANDISE.
   (a)   No person shall use the streets or sidewalks of the Town for the sale or display of goods, wares or merchandise of any kind or character whatsoever, except such persons as have been duly licensed and have obtained a permit from the Mayor to do so.
   (b)   The Mayor may issue permits, revocable at will, to any person to use the streets and sidewalks for the above purposes, when and if, in his discretion, such use will not interfere with traffic regulation or the health and safety of the public, and in issuing any such permit, he may include therein such conditions, prohibitions and restrictions as he may deem necessary for the orderly flow of vehicular and pedestrian traffic and for the health and safety of the public.
   (c)   No person shall violate or fail to comply with the terms, conditions, prohibitions or restrictions of any such permit.
   (d)   This section shall not apply to businesses selling or displaying goods, wares or merchandise on the sidewalk in front of such businesses, so long as such selling or displaying does not interfere with pedestrian traffic.
905.06 REMOVAL OF SNOW, SLEET AND ICE FROM SIDEWALKS.
   (a)   All owners, occupants and persons in charge of real estate in the Town shall remove snow, ice and sleet from sidewalks on which their property borders.
   (b)   The snow, ice and sleet shall be removed within twelve hours after snow or sleet stops falling; except, that should the twelve hour limit require the removal thereof after sundown, the snow, ice and sleet shall be removed immediately after 9:00 a.m. the following day.
   (c)   In removing snow, sleet and ice from sidewalks as herein required, it shall be unlawful for any person to cast such snow, sleet or ice into or upon any street, gutter or public way.
905.07 GRADE; ALIGNMENT.
   (a)   When a street line, grade of centerline or curb of any street or sidewalk is established by Council or by a Town officer duly designated for such purpose, such grade and alignment shall be official, and no person shall change such grade or alignment so fixed.
   (b)   The situation, range, height, width and pitch of the curbstones and pavements shall be determined and established by Council, or by a Town officer duly designated for such purpose, and shall be complied with.
905.08 DUTIES OF OWNERS; LIABILITY FOR DAMAGES.
   (a)   All owners or agents of owners with property abutting and fronting upon any plaza, street, or alley within the corporate limits of the Town are required to keep the public sidewalk, driveway approach, curb, gutter or appurtenance immediately abutting their property in good order and repair.
   (b)   All persons who own real estate in the Town which abuts upon any sidewalk shall be required to keep that portion of such property which lies between the property line and the curb line of the adjoining street, and upon which the subject real estate abuts, in good and smooth condition and free from growing weeds and other obnoxious and unsightly vegetation or other things which would mar or detract from the beauty and cleanliness of the street upon which their property abuts. Any property owner who shall place or allow grass to grow upon the portion of the sidewalk lying between the property line and the curb line of the street and upon which his real estate abuts, shall keep such grass properly mowed and free from rubbish of all kinds. Grass shall not exceed eight inches in height.
   (c)   Each such owner shall be liable to the Town for all losses to the Town or recoveries from the Town for damages to person or property of others caused by such owner's failure or that of such owner's agents to repair and keep in good order and reasonably safe condition all such sidewalks abutting and fronting such property upon any plaza, street, or alley within the corporate limits of the Town.
   (d)   When a sidewalk, driveway approach, curb, gutter or appurtenance becomes defective, unsafe and hazardous, it shall be the duty of the owner of the abutting property to reconstruct or repair same. If, upon thirty (30) days of written notice by the Town of the deficiency, the owner fails to make the required repairs, the Town may repair same and the owner shall be liable to the Town for the cost of repairs. Failure by the Town to notify a property owner of a dangerous sidewalk condition shall not excuse the owner from the duty to discover and correct such condition.
   (e)   Each owner, lessee, tenant, occupant or person in charge of any real property within the Town, and each agent or representative of any such person, is hereby charged with responsibility for the maintenance and use of such real property in such manner that no use of, or activity or condition upon or within, such real property shall constitute a nuisance; and all such persons are hereby charged with the duty of observing all of the provisions of this article, but such responsibility shall not be construed to permit any other person not charged with such responsibility to commit or maintain any nuisance upon or within any real property in the Town.

905.09 MARKING ON SIDEWALKS OR STREETS.
   No person shall deface any sidewalk or street in the Town by painting, printing or otherwise marking thereon any advertisement or other matter.
