The following permit fees shall be paid to the Town Recorder at the time an application for a permit under this article is filed:
(a) For persons who are nonresidents of the Town, one dollar ($1.00) per day, three dollars ($3.00) per week, five dollars ($5.00) per month or ten dollars ($10.00) per year.
(b) For persons who are residents of the Town, two dollars ($2.00) per year.
Before any permit shall be issued to an applicant not a resident of the Town or who, being a resident of the Town, represents a person whose principal place of business is located outside the State, the Town Recorder may require any such applicant to file with his application a bond payable to the Town in the amount of not less than one hundred dollars ($100.00) with surety acceptable to and approved by the Mayor, conditioned that such applicant shall fully comply with the provisions of this article and guaranteeing to any citizen of the Town that all money paid to such solicitor or canvasser shall be accounted for and applied in accordance with his representations and that the property purchased will be delivered as represented. Action on such bond may be brought in the name of the Town for the use and benefit of the aggrieved person.
