If the notice provided for in § 54.01 is not complied with, the City Council may direct installation of a water connection or a toilet and connection with the water and sewer by the city. The cost of the installation or connection will be paid initially from the General Fund and then assessed by the City Council against the property benefitted. If the assessment is not paid within ten days after the City Manager or designee has served written notice, the City Manager or designee will certify the assessment to the County Auditor for collection in the manner of other special assessments.
