The owner of every residence or business building abutting upon any street or alley in which city water and sewer lines are maintained must connect with city water service and install a toilet in the building and connect it with the municipal water and sewer lines within 30 days after written notice to do so has been served by the City Manager or designee on order of the City Council. Service may be made on the owner, or authorized agent, personally or by mail sent to the owner’s last known address. If the owner cannot be reached by mail so addressed, service may be made upon the occupant.
