No storm sewer or sanitary sewer line may be built, repaired, extended, or connected with the public systems, except by a person duly licensed, in accordance with the provisions of this code and M.S. § 326B.44, as it may be amended from time to time, relating to the licensing of plumbers, to perform the work; nor shall a permit be issued or approved except when granted to the person. A permit will not be issued until the property owner agrees in writing to pay for the connection and the connection fee established by the City Council.
