All premises other than single-family, two-family, and townhouse dwellings will be charged quarterly in the same manner as set forth in § 33.016, except that the charge to be paid for each quarter will be based upon the number of gallons of water used during that quarter. The usage for the first quarter will not be the basis for the sewer charges for the remaining three quarters of the year.
