(A) There shall be no parking within the rights-of-way of the following streets or portions thereof, and there shall be erected in the rights-of-way signs and other controls as may be appropriate to prohibit parking.
(B) The owner of a vehicle parked in violation of this schedule shall be deemed to have appointed any appropriate law enforcement officer as his or her agent for the purpose of arranging for the transportation and safe storage of the vehicle.
