If any person shall violate a provision of this chapter regulating the operation or parking of vehicles, he or she shall be responsible for an infraction and shall be required to pay a penalty of not more than $50. Unless otherwise provided, civil penalties shall be in the following amounts:
(A) First citation: warning;
(B) Second citation for same or similar violation: $100; and
(C) Third and subsequent citation for same or similar violation: $500.
