(A) For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
VEHICLE. Automobile, truck, bus, motorcycle, bicycle, wagon or any other type of conveyance commonly used and operated on public streets and highways, whether self-propelled or propelled by human or animal power.
(B) Those streets and parts of streets which are, or which may in the future by amendment be listed in Traffic Schedule II, attached hereto and made a part hereof, are hereby designated and declared as through streets for the purposes of this section.
(C) When stop signs are placed, erected or installed upon any street or highway intersecting a through street at the entrance thereto or at the entrance to any intersection, it shall be unlawful for the operator of any vehicle to enter the intersection or to proceed into or across the through street without first bringing the vehicle to a complete stop in obedience to the sign and remaining stopped until he or she determines that he or she may proceed without any danger to any other vehicle or any pedestrian.
(D) The inclusion of any street or part of any street as a through street on Traffic Schedule II shall constitute authority for the erection of stop signs at the entrance thereto or intersection thereof by the person or persons as the Council shall designate.
(E) The stop signs to be erected pursuant to this section shall be octagonal in shape and shall consist of the word Stop in white letters on a red background; and the size and height thereof shall approximate, as nearly as practicable, the sign placed on state system streets by the State Department of Transportation.
(F) This section shall be effective upon its adoption, provided this section shall not be enforced against any alleged violator unless, at the time and place of the alleged violation, an official stop sign was in proper position and sufficiently visible and legible to be seen by an ordinarily observant person.
