All domestic establishments within the City requiring a special haul of refuse shall be entitled to have refuse removed without a charge if the refuse is containerized or bundled, is set at a curb or accessible alley so that it may be readily and conveniently collected by City work forces and if the refuse is of such a nature and is placed in such a location that it does not require immediate pickup. Such refuse shall be collected by the City forces on a regularly scheduled basis. The Special Haul fees authorized by this section of the City Code shall be charged in addition to the City services fee.
