953.09 UNSIGHTLY, UNSANITARY OR HAZARDOUS ACCUMULATION OF REFUSE.
   (a)   No person shall cause or permit the accumulation of refuse in, about or upon the premises owned, occupied, or used by him when and if, in the determination of the Sanitation Commissioner, such accumulation is unsightly, unsanitary or hazardous to the property, life, health, safety or welfare of the public.

   (b)   The occupants of any household shall responsibly prepare for proper disposal all household medical waste in as much as they must place sharps in a container with a high degree of puncture resistance prior to discarding them and that used personal hygiene products, such as diapers, facial tissues and sanitary napkins, gauze and dressing material, containing small amounts of blood or other body secretions shall have no free flowing or unabsorbed liquid.
