953.08 COLLECTION OF REFUSE FROM PREMISES NOT EQUIPPED WITH CONTAINERS.

No person shall collect or remove, at City expense, any refuse from the premises of any person or tenant thereof, unless such premises is equipped with standard containers required by this article, and unless such refuse is kept stored in such containers.
