No persons shall store or permit the accumulation of refuse on or about his premises, or any premises occupied by him, unless such refuse is kept separately in standard trash and garbage containers as prescribed herein.
All refuse (except a compost pile), refuse bags or garbage can liners must be stored in refuse storage containers from the time of collection through 7:00 o'clock p.m. the day prior to the following week's regular collection day.
