The collection, removal and disposal of refuse shall be performed by City employees or by an independent contractor(s) who has entered into a contract with the City. The Mayor, with the advice and consent of Council, may contract for collection, removal and disposal of refuse in certain areas or districts of the City or to certain classifications of occupants or owners in the City with an independent contractor or contractors.
Except as herein defined, no person or contractor shall engage in or contract for the collection, removal or disposal of refuse within the City. Private refuse haulers, push cart operators and private garbage collectors are hereby prohibited.
