As provided in Article 143
, the Director of Public Works or his designee, shall carry out the essential public service of collecting, removing and disposing of refuse produced in the households and places of businesses within the City of St. Albans and shall have the authority to publish, promulgate and enforce rules and regulations deemed necessary or proper to carry out the objectives and purposes of this article for the safety and health of the residents of the City. Such rules and regulations shall not be in conflict with any provision of this article and shall be subject to the approval of Council.
