The existing waterworks system and the existing sewerage system of the City are hereby combined into a single undertaking in accordance with the provisions of West Virginia Code Article 8-20, and shall henceforth be managed, operated, maintained, controlled, extended, added to and improved as a single waterworks and sewerage system by Council or by such department, board, agency or instrumentality of the City as the City may lawfully create and establish for such purpose, in accordance with the provisions of the ordinance from which this section derives.
