No person shall plant, erect or maintain any hedge, shrub, bush, structure or other form of encroachment of any kind or nature upon or within the areaway of any public street, alley or other public place or plant, erect or maintain upon any lot abutting upon any street, alley or public place any tree, hedge, bush, shrub, building, structure or projection of any kind so as to obstruct or encroach upon or over the areaway of any such street, alley or other public place without first obtaining the permission of Council.
