901.07 DUTY OF OWNERS TO KEEP SIDEWALKS AND PUBLIC AREAS CLEAN.
   It shall be the duty and responsibility of all adjoining property owners or their tenants to keep the sidewalk in front of their premises free and clear of rubbish, debris, dirt and other material s and sub stances.
   The owner of or manager of each and every commercial establishment within the City shall each day, before opening for business or immediately after the close of business on that same day, cause all contiguous sidewalks and other public areas provided by such establishment for the parking or other convenience of its customers, to be swept and cleared of all rubbish, dirt, trash, debris, paper and other waste material or substances regardless of form or kind and placed in proper receptacles for removal by the Sanitation Department.
   Each and every day that any such owner, tenant or manager shall fail or refuse to comply herewith shall constitute a separate violation of this section.
