785.01 LICENSE REQUIRED; FEE.
   There is hereby imposed a license upon the privilege of selling liquor within the City, as follows:
   (a)   All retail outlets possessing a Class A retail license from the State shall be required to obtain a Class A retail license from the Clerk of the City. The annual license fee for a Class A retail license within the City shall be the sum obtained by multiplying the number of Class A retail outlets situated within the City to which the West Virginia Class A license applies by the sum of one thousand dollars ($1,000).
   (b)   All retail outlets possessing a Class B retail license from the State for outlets situated within the City shall be required to obtain a Class B retail license from the Clerk of the City. The annual fee for a Class B retail license shall be the sum of one thousand dollars ($1,000).

   (c)   The annual retail license period shall be from July 1 to June 30 of the following year.
   (d)   All retail licenses shall expire on June 30 of each year.
   (e)   No City license may be obtained hereunder until the applicant has first exhibited to the Clerk of the City a valid license issued by the State for the class of license sought from the City.
   (f)   The annual license fee for the initial year of issuance shall be prorated based upon the number of days remaining between the date of issuance and June 30.
   (g)   No person may sell liquor at any retail outlet within the City, if the retail license applicable to such outlet with the State has been suspended or revoked or has expired.
