There is levied upon private clubs as defined in and which are licensees under the provisions of West Virginia Code Article 60-7, and whose premises are situated within the City, Municipal license fees for revenue purposes only, as follows:
(a) The annual license fee for a license issued under the provisions of this section to a fraternal or veterans organization or a nonprofit social club shall be three hundred seventy-five dollars ($375.00).
(b) The annual license fee for a license issued under the provisions of this section to a private club other than a private club of the type specified in subsection (a) hereof, shall be five hundred dollars ($500.00) if such private club has less than one thousand members and one thousand two hundred fifty dollars ($1,250) if such private club has one thousand or more members.
(c) Such license fees shall be paid annually on or before July 1 of each year and shall be for the period expiring on June 30 of the following year; except the fee for any such license issued following the first day of January of any year and to expire on June 30 of such year shall be one-half of the annual license fee prescribed by subsections (a) and (b) hereof.
