753.38 SOLICITORS AND SALESMAN’S LICENSE FEE; EXCEPTIONS.
   (a)   An annual license fee is hereby imposed upon each person who solicits, sells, offers, exposes for sale or accepts orders for future delivery on the streets, public places or from door to door within the City of commercial photographs, books, periodicals, or other merchandise, or certificates pertaining thereto, in the sum of fifteen dollars ($15.00) per person, which license shall be obtained by such person from the City Clerk.
   Daily and weekly newspaper and magazine deliverymen are hereby excepted from the provisions of this section.
   (b)   The license period for licenses issued under this section shall extend from July 1 to June 30 of the following year.
   (c)   No person, either individually or as an agent, shall solicit, sell, offer, expose for sale or accept orders for future delivery on any street, public place or from door to door within the City of commercial photographs, books, periodicals, or other merchandise or certificates pertaining thereto, excepting, however, daily and weekly newspaper and magazine deliverymen, without first having obtained a license therefor as provided by this section.
