The annual license fee to act as a fortuneteller, palmist, phrenologist, spiritualist, medium, clairvoyant, mind reader or any other person who performs the art or profession of telling the past or forecasting the future shall be two hundred dollars ($200.00). No person, not legally licensed by the State to do so, shall represent himself commercially to be a fortuneteller, palmist, phrenologist or the like.
