All business establishments located within the City offering gasoline for use in motor vehicles for sale shall be required to provide facilities for pumping air into deflated tires; water for use in automobile radiators; and restroom facilities to include proper facilities for the washing of hands, which facilities shall be made available to the general public who patronize the business establishment.
The facilities required by this section shall be required of all business establishments offering gasoline for sale to the general public for the use in motor vehicles which are licensed after the effective date of this section.
