(a) No firing range may be used or operated within the City unless a permit is issued authorizing the firing range by the City Clerk.
(b) No permit shall be issued by the City Clerk authorizing a firing range until the applicant has paid to the City a permit fee of one hundred dollars ($100.00) and a resolution approving the issuance of the permit has been adopted by Council.
