No person shall:
(a) Keep or possess any slot machine or other device which delivers or releases money or coins;
(b) Keep or possess any slot machine, vending or other instrument or device which delivers or releases any article of merchandise or other thing in varying or irregular quantities or numbers for like, exact or similar amounts of money or consideration;
(c) Keep or possess any slot machine, vending or other instrument or device which, in addition to the articles of merchandise vended thereby, delivers or releases: any money, check, token or other things;
(d) Keep or possess any slot machine, vending or other instrument or device which contains any words, letters, emblems, pictures or other things which indicate or state that the vendee or purchaser is or shall be entitled to any thing of value in addition to an article of merchandise vended or released by such slot machine, vending or other instrument or device; or
(e) Deliver or agree to deliver any thing of value in addition to any article of merchandise vended or released by a slot machine, vending or other instrument or device for a regular uniform amount of money or consideration.
Whoever violates any provision of this section, in addition to any penalty which may be imposed, any such slot machine, vending or other instrument or device so used shall be confiscated by the Police Department of the City, and such confiscated machine, device or instrument shall be destroyed.
