No person or persons shall congregate and assemble in or upon any street, or in or around any public building or enclosure, or any park or reservation or at the entrance or exit of any private building or enclosure so as to impede the safe, free untrammeled passage of any other persons using or having occasion to use such street or portions thereof or such public or private buildings, enclosures, parks or reservations and there engage in fighting, quarreling or threatening violence to persons or property of others and otherwise engage in acts by conduct or words, calculated to and which in the normal course of events would create, cause or lead to a breach of the peace and tranquility of the inhabitants of the City.
