The owner, keeper or person having in his possession or allowing to remain on any premises under his control, a cat above the age of six months, shall annually have such cat assessed by the City and upon the annual showing that the cat has a current rabies shot, shall pay to the City a two dollar ($2.00) annual registration fee, per cat, and shall require such cat to wear a valid registration tag at all times and to do and perform all other duties and obligations imposed by West Virginia Code, Article 19, as amended, or as may hereafter be amended.
