507.18 RUNNING AT LARGE; CONFINEMENT; ON LEASH; IMPOUNDING;
DEFECATION.
   (a)   No dog, whether wearing a license tag or not, shall be permitted to run at large within the City at any time except on the property owned or occupied by the owner of such dog. Any dog found running at large in violation of this section shall be seized by the Humane Officer and forthwith impounded.
   (b)   The owner of a dog or person harboring or keeping a dog shall not allow such dog to roam at large in the City whether wearing a license tag or not. The owner of a dog or the person harboring or keeping a dog shall confine such dog at the owner’s premises or at the premises of such person harboring or keeping the dog. No person shall take any dog onto the streets or sidewalks of the City unless the dog shall be on a leash, or under effective control.

   (c)   It shall be unlawful for any person to knowingly allow a dog or other animal owned by him or under his control to defecate upon any street, sidewalk or other public property. In the event that a dog or other animal owned by or under the control of a person defecates upon any street, sidewalk or other public property, the person shall immediately remove such defecation. Any person who knowingly allows a dog or other animal owned by him or under his control to defecate upon any street, sidewalk or other public property and who subsequently fails to remove said defecation, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00).
   (d)   The owner, owners, caretaker or provider of any dog impounded by the Humane Officer, police officer or Mayor, shall be responsible for any and all impounding and reclamation fees, boarding fees and other costs and fees incurred and/or assessed. No dog shall be released until all of the foregoing costs have been paid and proof of a valid registration evidencing current rabies immunization and any other requirements of registration are provided.
