The following streets and alleys or portions thereof are hereby designated as one-way streets and alleys and all vehicular traffic moving thereon shall move only in the direction specified by this section for such street or alley. No person shall drive or operate any vehicle over or upon any of such streets or alleys or portions thereof in violation of this section.

The provisions of this section shall be in full force and effect when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited.
