Whoever willfully resists, prevents, impedes or interferes with the Human Rights Commission, its members, agents or agencies in the performance of duties pursuant to this article, or willfully violates a final order of the Commission, shall be punished by a fine of not more than one hundred dollars ($100.00) or by imprisonment not to exceed thirty days or by both fine and imprisonment, in the discretion of the Police Court; however, seeking judicial review of an order shall not be deemed to be such willful conduct.
