The procedure herein provided shall, when invoked, be exclusive and the final determination therein shall exclude any other action, civil or criminal, based on the same grievance of the complainant concerned; provided, that if such complainant institutes any action with the State Human Rights Commission, the Human Rights Commission may elect to dismiss the complaint and take no further action on the matter.
