Council hereby declares that the City shall henceforth act as a participating member of the Kanawha Valley Regional Transportation Authority, a public corporation, established pursuant to the provisions of West Virginia Code Article 8-27 and directs that a certified copy of this article be delivered to the president of such Authority.
