(a) There is hereby established a Department of Public Works which shall be under the administrative and operational control of the Director.
(b) The Director is authorized to enforce all the provisions of this and other related ordinances adopted and made a part of the Codified Ordinances.
(c) The Director shall have the power to render written and oral interpretations of this Code and to adopt and enforce administrative procedures in order to clarify the application of its provisions. Such interpretations, rules and regulations shall be in conformance with the intent and purpose of the relevant articles of the Codified Ordinances.
(d) The Director may request, and shall receive, the assistance and cooperation of other officials of the City so far as is required in the discharge of the duties required by this Code or other pertinent law or ordinance.
