The Building Commission shall not incur any indebtedness or acquire any property, real or personal, without the prior written consent of the Council of the City of St. Albans.
No indebtedness of any nature of the Building Commission shall constitute an indebtedness of the City of St. Albans, or any agency thereof, except the Building Commission. No indebtedness or obligations incurred by the Building Commission shall give any right against any member of the Council of the City of St. Albans or any member of the Building Commission.
