The Building Commission shall consist of three members initially with staggered three (3), four (4) and five (5) year terms appointed by Council pursuant to the Act. At the conclusion of the term of the appointment of each initial member of the Building Commission, the Council of the City of St. Albans shall appoint a successor for a term of five (5) years. Not more than two (2) of the three (3) members of the Building Commission named above are from the same political party and no member named above holds any office (other than the office of notary public) or employment under the United States of America, the State of West Virginia, any county or political subdivision thereof, or any political party. All members of the Building Commission shall be residents of the City of St. Albans.
