The chain of command within the Fire Department shall run from the Fire Chief to the officers and firemen within the Department down in a descending course in order of rank and seniority within rank. Subordinates shall have the powers and shall perform the duties of their immediate supervisor when such supervisor is absent or disabled. Each member of the Department shall obey all lawful orders of his superior in the chain of command and any disobedience to or failure to comply with any lawful order shall subject the disobedient member to such disciplinary action and penalty as may be prescribed and authorized by the rules and regulations of the Department.
