141.03 CHIEF; APPOINTMENT; DUTIES.
   (a)   The Chief of the Fire Department shall be appointed by the Mayor, subject to the confirmation of Council, at the will and pleasure of the Mayor or until the next Municipal election and, thereafter, until his successor is duly appointed and qualified in the same or like manner to that by which the Chief of Police and other Municipal officers are appointed in conformity with Section 4 of the City Charter.
   (b)   The Chief shall be the commanding officer of the Fire Department and shall be responsible to the Mayor and Council for the administration, training, discipline, morale and effective deployment and utilization of the members of the Department. He shall further be responsible for the proper supervision of the maintenance, deployment and utilization of the property, equipment and apparatus of the Department.
   (c)   The Fire Chief shall have all such powers as may be necessary and lawful to fulfill the responsibilities imposed upon him by these Codified Ordinances, including, but not limited to, the following:
      (1)   He shall be in command of the Department to include management, assignment of duties, work hours and general supervision of every officer, member and employee of the Department during all hours when personnel are on duty including such times as actual emergencies and fires exist and during all training sessions.
      (2)   He shall supervise the maintenance, upkeep, purchase of and repair of the firehouses, trucks and all apparatus and equipment belonging to or assigned for use by the Department.
      (3)   He shall have general supervision of the purchase, storage and issuance of all supplies and expendable materials maintained by, for or used by the Department.
      (4)   He shall be responsible for supervising the preparation of all records required by the Mayor or Council and all records required by the State or any subdivision of the State. He shall report annually to the Mayor and Council with regard to all fires occurring since his previous report, the value of the property lost as a result of such fires, and shall make suggestions as to rules, regulations and procedures which in his opinion should be adopted to reduce the number of fires, the loss of property and the loss of life within the City.
