The Fire Department shall protect the residents and property within the City and, when authorized by intergovernmental agreement or otherwise, residents and property outside the City, from the dangers of fire and other emergencies which may from time to time arise; shall take such preventive measures by conducting inspections, issuing citations, providing educational and training programs and otherwise as may be necessary, desirable and lawful to prevent the occurrence of fires and explosions within the City; shall assist in protecting and providing aid to residents and others within or near the City from fire and other emergencies which threaten life including emergencies on the Coal and Kanawha Rivers, emergencies arising from automobile accidents and other emergencies and calamities; and shall discharge such other duties as may from time to time be assigned to or imposed upon the Department by these Codified Ordinances, intergovernmental and other agreements duly ratified by Council and applicable laws, rules and regulations of the State and the United States of America.
