Every applicant shall submit an application in the same manner as any person applying under civil service provisions, but it is expressly provided that no civil service position and/or rights or protection is created or applies to any applicant or person applying or selected to serve as a member of the Reserve Police Unit. The Chief of Police and/or the officer in charge shall cause a background check to be conducted on each applicant. All applicants shall possess a valid West Virginia operators license and be at least eighteen years of age.
