(a) Required Improvements.
(1) Sidewalks shall be included within the dedicated nonpavement right-of-way of all roads as shown in Table 3.
(2) Concrete curbs are required for all roads where sidewalks are required by these regulations or where required in the discretion of the Commission.
(3) Sidewalks shall be improved as required in Article 1342 of these regulations. A median strip of grassied or landscaped areas at least two (2) feet wide shall separate all sidewalks from adjacent curbs.
(b) Pedestrian Accesses. The Commission may require, in order to facilitate pedestrian access from the roads to schools, parks, playgrounds, or other nearby roads, perpetual unobstructed easements at least ten (10) feet in width. Easements shall be indicated on the plat.
