(a) The City Clerk shall, every six months, sell at public auction at the front door of the City Hall or some other place designated by him, all property of every kind and character, abandoned and recovered by the Police Department and to which no claim has been made by anyone entitled to the possession thereof. None of the property described in this section shall be sold within sixty days after it has been recovered. No separate item of property having a value of more than twenty-five dollars ($25.00), which value shall be determined by the City Clerk, shall be sold until the sale thereof shall have been advertised at least ten days prior to the date of the sale as a legal advertisement in a newspaper of general circulation in the City, such advertisement to be published once, and such advertisement to contain a description of the property to be sold. The City Clerk shall make a full and complete report of all such sales and deposit the proceeds thereof into the City Treasury and take a receipt therefor, and the proceeds are hereby appropriated to the General Fund. The auction provision shall not apply to United States or foreign currency or coins.
(b) Any property not sold as prescribed above shall be destroyed by an officer of the Police Department, who shall be designated by the Chief of Police.
(c) All property of every kind and character which is abandoned and recovered by the Police Department shall be subject to these auction provisions, except that the City Clerk shall not have the authority to sell dangerous or deadly weapons or contraband.
