There is hereby established and created a service charge in the amount of ten dollars ($10.00) that is to be imposed upon any person, business organization or firm paying any fee, tax, fine or penalty due and owing any department or agency of the City by check, if such check is later returned to the City unpaid due to there being insufficient funds in the account of the payer to satisfy such amount.
