131.02 ANNUAL SALARY; OATH OF OFFICE.
   (a)   The salary paid to the Mayor of the City of St. Albans, Kanawha County, West Virginia, for the term of office of Mayor commencing July 1, 2020 arid thereafter until this section is appropriately amended, shall be in the amount of thirty-two thousand, four hundred dollars ($32,400.00) per year for each year of any term of office, and shall be paid from the general revenue budget of the City of St. Albans. The St. Albans Municipal Utility Commission and the St. Albans MS4 Stormwater Board shall, in addition, annually pay an additional amount per year in the amount of twenty-one thousand, six hundred dollars ($21,600.00) to be paid from the operating budget of the Municipal Utility Commission and St. Albans MS4 Stormwater Board to Mayor as Chairman of the Board of the St. Albans Municipal Utility Commission. Further, Mayor shall be contracted by the MUC to perform the additional duties of General Manager for the Municipal Utility Commission in his capacity as Mayor. The St. Albans Municipal Utility Commission and the St. Albans MS4 Stormwater Board shall take action annually to pay an additional amount per year in the amount of thirty thousand dollars ($30,000.00) for those General Manager services rendered by the Mayor. The thirty thousand dollars ($30,000.00) shall be divided eighteen thousand dollars ($18,000.00) by the St. Albans Municipal Utility Commission and twelve thousand dollars ($12,000.00) by the St. Albans MS4 Stormwater Board. The salary of the Mayor fixed herein shall be paid in regular monthly or semi-monthly installments as determined by the City Clerk-Treasurer.
   (b)    Provided, however, that upon taking the oath of office of such Mayor, the person elected thereto shall swear or affirm that, in addition to the other obligations of such oath, he or she shall undertake the duties of the office of the Mayor upon such a full time basis to the exclusion of other gainful employment therewith.
