(a) Commencing July 1, 1973, the person elected as Mayor of the City at the last general municipal election held prior thereto for that purpose, shall give to that office his full- time attention and energies to the exclusion of any and all other regular gainful employment and for that purpose such official shall keep and maintain an office and such office hours on regular business days as those generally prescribed by Council for the office of City Clerk.
(b) The Mayor shall not be regularly employed for compensation otherwise or elsewhere during the term of office to which elected and shall not carry on, transact or attempt to carry on or transact any business other than that pertaining to the affairs of the City at any time or place so as to interfere with the obligations imposed by the office of Mayor.
