121.13 FILLING VACANCIES.
   Whenever a vacancy occurs on Council, by death, resignation or removal of any duly serving member, the Mayor shall, at the next regular Council meeting following the death, resignation or removal of such member, declare publicly that a vacancy exists on Council, and upon making such declaration the Mayor shall publicly inform the executive committee of the political party whose representative's death, resignation or removal caused such vacancy, to submit to Council at the next regular meeting the names of three persons qualified to fill the existing vacancy.
   At the Council meeting where the names of these three qualified persons are submitted, Council shall proceed to nominate one or more persons to fill the existing vacancy on Council and in making such nomination Council shall take into consideration the three qualified persons whose names were submitted to the body in accordance with this section. Council shall not be obligated to elect any one or more of those three, but shall take those names into consideration when the floor is open for nominations.
   From those person nominated on Council floor, one shall be elected by Council to serve the remainder of the existing unexpired term.
