121.11 NONMEMBERS ADDRESSING COUNCIL.
   No person who is not a member of Council shall orally address it, until leave to do so has been applied for, through a member of Council, and granted by it, or until invited to do so by the presiding officer. The presiding officer shall request of the person desiring to speak his name, address and the subject to be discussed.
