121.10 CALLING MEMBERS TO ORDER.
   If, in speaking, any member of Council transgresses the rules of Council, the presiding officer shall call him to order. If there is no appeal, the decision of the chair shall be submitted to. If the decision of the chair is in favor of the member called to order, he may proceed; if otherwise, he shall not proceed, except by leave of Council.
