(a) No notice shall be required of the regular meetings of Council.
(b) Notice of special meetings of Council shall be given by the Clerk by mailing a written notice to each member and the Mayor at least three days before the time of the meeting in the United States mail addressed to the last known address of each. Notice of such meeting shall state the day, time and place of such special meeting.
(c) Notice of special meeting of Council may be dispensed with if a majority of the members of Council attend in person and vote affirmatively to waive the giving of the written notice as above provided, which waiver shall be binding on all members, present or absent.

(d) Council shall promulgate rules by which the time and place of all regularly scheduled meetings and the time, place and purpose of all special meetings are made available, in advance, to the public and news media, except in the event of an emergency requiring immediate official action.
