This chapter has been created for all ordinances enacted pursuant to the authority granted to the City of St. Albans under W. Va. Code § 8-1-5a, establishing a five-year municipal home rule pilot program to evaluate the viability of allowing municipalities to have broad-based state home rule to carry out their duties and responsibilities in a more cost-effective, efficient and timely manner, leading to stronger municipalities and improved urban and state development. These ordinances are pursuant to the provisions of the City of St. Albans Home Rule Plan approved by the Municipal Home Rule Board on September 14, 2015.
