As used in this article, the following terms have the following meanings:
(a) Parades: Any procession other than a funeral procession by a person or group of persons, upon any street, highway, or alley in the City, which would be a traffic diversion of any type.
(b) Road Races: Any organized racing competition for any prize, upon any street, highway, or alley in the City which involves a foot or bicycle.
(c) Traffic Diversion: Any alteration of normal traffic flow or any public street parking on any street, highway, or alley in the City other than during a crash, disabled automobile, or some other emergency.
(d) Assemblages: Any gathering upon any street, highway, or alley in the City which will requires any traffic diversion.
